I just opened a horrible email and pictures tonite. The pictures were of a few dogs taken from Rowan County KY shelter. I have attached a few of the pictures. The email I recieved from a respected long time rescuer who went there today is at the end of this message.

I have (below) what laws are being want only broken by the management at Rowan County KY Dog Shelter. The shelter currently has estimated 80 plus dogs housed in 12 runs. The dogs are literally killing each other. Many dogs have old infected bite wounds over much of their bodies, others cannot eat or drink for being attacked by other dogs in the runs, senior dogs placed in with young 70-90 lb dogs that beat the tar out of them, beagles in with large aggressive dogs. Pitbulls in together and other breeds thrown in the same kennel. Several animals were pulled from there today with severe injuries and eyewitness reports with pictures the gross negilgence of the management of the animals in care of this shelter. Many more animals need out of there now before they die of infections from bite wounds. These dogs have maggot infested bite wounds, they are untreated and haphazardly thrown together to fend for themselves. Many of these dogs have been there weeks in these conditions. Because the offenses are repeated, because there is documentation and eye witnesses, some of these things happening could be potential Felonies. Why is nothing being done to change this? Why are these animals allowed to live this way? Should they not be either humanely euthanized to avoid overcrowding or provided more space? At the bottom of this email is phone numbers and addresses of the legislators for this county, can you take a moment to write or call them? There are much poorer counties across the nation that do a darn good job of sheltering, there is no excuse for this but lack of education, lack of law enforcement, lack of caring. People in numbers make power, can we band together and try and help this shelter do a better job? Julia, Mary, Debbie and many others in and around this county in KY are trying so hard to help this shelter come of age. Its very sad that a handful of people are the only ones who see something wrong here!

525.130 Cruelty to animals in the second degree -- Exemptions.

(1) A person is guilty of cruelty to animals in the second degree when except as authorized by law he intentionally or wantonly:

(a) Subjects any animal to or causes cruel or injurious mistreatment through abandonment, participates other than as provided in KRS 525.125 in causing it to fight for pleasure or profit (including, but not limited to being a spectator or vendor at an event where a four (4) legged animal is caused to fight for pleasure or profit), mutilation, beating, torturing any animal other than a dog or cat, tormenting, failing to provide adequate food, drink, space, or health care, or by any other means;

(b) Subjects any animal in his custody to cruel neglect; or

(c) Kills any animal other than a domestic animal killed by poisoning. This paragraph shall not apply to intentional poisoning of a dog or cat. Intentional poisoning of a dog or cat shall constitute a violation of this section.

(2) Nothing in this section shall apply to the killing of animals:

(a) Pursuant to a license to hunt, fish, or trap;

(b) Incident to the processing as food or for other commercial purposes;

(c) For humane purposes;

(d) For veterinary, agricultural, spaying or neutering, or cosmetic purposes;

(e) For purposes relating to sporting activities, including but not limited to horse racing at organized races and training for organized races, organized horse shows, or other animal shows;

(f) For bona fide animal research activities of institutions of higher education; or a business entity registered with the United States Department of Agriculture under the Animal Welfare Act or subject to other federal laws governing animal research;

(g) In defense of self or another person against an aggressive or diseased animal;

(h) In defense of a domestic animal against an aggressive or diseased animal;

(i) For animal or pest control; or

(j) For any other purpose authorized by law.

(3) Activities of animals engaged in hunting, field trials, dog training other than training a dog to fight for pleasure or profit, and other activities authorized either by a hunting license or by the Department of Fish and Wildlife shall not constitute a violation of this section.

(4) Cruelty to animals in the second degree is a Class A misdemeanor.

The Email

I, along with another rescue, went to this shelter today to pull a dog which had been sponsered by another recsue. We arrived around 10:00 this morning. I was devastated at the number of dogs that were crammed into each run. There were 6-7 dogs in most runs....some dogs that were 70 lbs were being housed in the same runs as dogs that were 20 lbs. Old dogs were being housed with puppies and young dogs.... It seemed everywhere I looked, dogs were fighting and growling.

Almost as soon as we got out, we witnessed a fight between 2 male dogs. We went to seperate them, and one actually came toward me growling. As I walked down the kennels one by one, i was devastated at the sheer number of dogs that were in these kennels..... then I realized I was only seeing 1 side of the shelter!

I walked passing each kennel and visualizing all the stray, sick & depressed animals looking back begging for help. Many, many of these dogs have mange, bite wounds & scars from attacks.

As we came upon the last run, I noticed a poor old dog laying lifeless off to the side of the kennel. I thought he was dead....this poor dog has a LARGE tear across the top of his head from ear to ear, and so many puncture wounds to his legs & chest, I couldn't count them all. There was infection oosing from every wound on his elderly body. The smell from the infection/bacteria was almost unbearable. There were also MAGGOTS crawling on the head wounds. As we got down to try to move this boy, we were appauled to notice that this dog was STILL ALIVE! We had to carry him out on a make shift stretch as he couldn't walk or even stand. He would scream out in pain if we even tried to move him. It was absolutely pitiful! This dog was a VERY OLD dog who had very few teeth left, and had ben apparently trying to fight for his life against 6 other YOUNG, LARGE dogs who had almost claimed his life.

We rushed this boy to a vet clinic and the vet said the next 48 will be crucial for this poor senior. He has so much trauma and infection, he will be lucky if he survives the night. This poor dog has laid there for at least 3 DAYS in this condition! I was so furious when I learned this....it is a shame this dog has suffered this long and people walking by him daily!!!

As we went and were leaving to rush him to the clinic, there were yet more fights going on as we pulled out of the parking lot. This will haunt me tonight wondering if there will be another dog that will end up dying or in the shape that poor Old Max is now in. Apparently, not too long ago, there were 2 aggressive dogs that LITERALLY tore another IN HALF!!! And just the other day, some puppies were dropped in the drop off kennel with 2 pitbulls, and needless to say, they were ripped to shreads! This can't
continue to go on!

We pulled 2 other dogs asside from this Old Max...I have enclosed pictures of wounds the other dogs have below. The pictures are graphic! I regret that I did not have my camara to take pictures of Old Max.... He was in a SHOCKING state. I hope (if he survives the weekend) to get to the vet's office to take pictures of him Monday. But please see below....this is what the poor animals are enduring at this shelter!!!

Apparently, the rescue people in the area have tried to get help from the county judge to NO AVAIL! He needs to be contacted immediately and be made to stop the suffering of these animals! I have included his name, phone # and email below....so PLEASE take a minute to call or write on behalf of these suffering animals! This is a 12 run shelter, and the best I could tell, they have about 75-80 dogs crammed in these 12 kennels!!!

Everything ABOVE described is TRUE . Why am I constantly BEGGING for rescues to COME HERE and SEE with their own eyes what we are dealing with in this community???? I have said time and time again, we need rescue to come here and get dogs. We get a few out, just a few ,and we are grateful for that BUT each day MORE and MORE and MORE come in and they leave the severely aggressive dogs to rip the smaller and weaker dogs apart. We find females on the male side and males on the female side of the pound. IS IT SO HARD TO CHECK THE GENDER OF THESE DOGS BEFORE SHOVING THEM IN THE VERY SMALL RUNS????

Some people may think I've been overly dramatic...NO...I'm not dramatic. I am dead serious. We need rescue to come to Morehead and get dogs. We need the county officials to LISTEN to us, the voting citizens, when we say put that aggressive dog down before it kills one of these sweet dogs. We need hours more appropriate to rescue. We need far too much to list here. We have frontline at the pound, the workers don't sue it. We have boradatelle but it's too "hard" for the workers to give it. Many dogs do not even have intake paperwork on them. Some dogs do not even get the parvo/distemepr shots. Our few hands cannot do this alone. We have NO room at home, vets are always full, vet bills out of control, AND MOST SHAMEFULLY WE DO NOT HAVE LOCAL FOSTERS! I have begged everywhere locally for fosters, no luck at all.  Many people out of state offer to foster and that goes back to we have NO WHERE to hold dogs to get them transported to out of state foster homes. I honestly do not know HOW to make that statement ANY clearer. We do not have the money or resources to get them there ourselves. Suzy and I barely scrape by a living. Everything we have goes to these animals and it isn't enough.

SHAME ON ROWAN COUNTY, SHAME ON IT'S UNCARING APATHETIC CITIZENS, SHAME ON IT'S "LEADERS". SHAME ON ALL OF THEM FOR LEAVING US TO CLEAN UP THEIR MESSES. Old Max needs vet bill help. He must live. He deserves to live with a little comfort before he leaves this world. He has apparently laid in that run since being attacked some time after I left Tuesday afternoon. I personally cannot be at the pound every single day. The workers have walked past Max and known he was not able to move for days. They LET HIM LAY THERE TO DIE . Max is at the vets who kindly stayed late to accept Max and get him started on treatment.
